Level II commercial vehicle check

Hello, I have a couple of quick questions for you, hopefully someone can help me answering them. 1. Is it customary to bolt/secure the doors of the trailer that transports something fairly inexpensive such as, for example, produce as opposed to for example a trailer transporting electronics. 2. What is a purpose of a DPS commerical vehicle check (levels I, II, and III) and how far can DPS go into the truck in performing load securement check (second level)? Thank you!
